The DDA is a contract between the City and the property owner that allows a current land use action or development to occur, permitting the owner to delay the installation of specified improvements. The DDA identifies specific improvements for which a property is bound, such as streets, sidewalks, or utility lines.</SPAN></P><P STYLE="margin:0 0 0 0;"><SPAN><SPAN>The agreements are recorded on the title to the property and “run with the land”.
