The DDA is a contract between the City and the property owner that allows a current land use action or development to occur, permitting the owner to delay the installation of specified improvements. The DDA identifies specific improvements for which a property is bound, such as streets, sidewalks, or utility lines.<\/SPAN><\/P> The agreements are recorded on the title to the property and \u201crun with the land\u201d.
